QRANTING that the
United States Government has every right to explode hydro-gen bombs" within its own possessions, even if the explosions contaminate the land and surround-ing territorial waters within the three-mile limit, what right has it to contaminate the open ocean, which is surely the common property of humanity as a whole?
Should not U.N. Intervene and Drevent such action?
