SEAMEN'S WAGES. THE PROPOSED AWARD. Melbourne, Nov. 30. Consideration was given by the President of the Commonwealth Conciliation and Arbitration. Court (Mr. Justice Higgins) to-day to a discussion of the minutes of his proposed award in the case of the Federated Seamen's Union against the Australasian Steamship Owners' Federation. It was decided that the following holidays should be allowed in port:-Christmas Day, Boxing Day, New Year's Day, Good Friday, Easter Monday, Eight Hours Day, King's Birthday, and Foundation Day. If a different day answered the description of Eight Hours Day and Foundation Day in different States or districts, it was provided that the first of such days in which a vessel was in port should be taken as the day intended for the holiday. Mr. Sullivan asked what provision had been made for the appointment of a Chairman of the Board of Reference. Mr. Justice Higgins said that he would ask each side to choose two representatives for the Board, and he would appoint the Registrar (Mr Stewart) as the fifth member. In regard to the Koombana case Mr. Schreder read a te!egram from the agents of the Adelaide b'teamship Company in Fremantle stating that the Koombana had sailed at hal-pasl 11 o'clock that morning.
