proved value of land, contrary to the view of Mark Halsey (Argus 11/6), encourage people to go on the land. They reduce .the unim-proved capital value of land by something like 20 times« the amount of the annual assessment, and so lessen the necessary outlay. of new settlers in buying land. Nor are they sectional, for. being levied on the un-improved value and not the area, they fall heavily on city land, whose value is measured in pounds per.foot frontage, and not pounds per acre, so that 70 Cñ or more of land tax revenue is raised
