LADIES and GENTLEMEN,

Less than twelve months ago I came be-fore you in response to a requisition, seek-ing your suffrages as a Canaldate to repre-sent you in the City Council. When the poll was taken you did me the honour of returning me by a substantial majority. During my short term of office I think tha: my aldermanie actions will compare favour-ably with those of my predecessors. Thl3 has been acknowledged by the Ratepayers, not only in the East Ward, but by those in the whole City.

Seeing that only recently I have had au opportunity of exerting myself in your in-terests, I had thought that the British spirit of fair play-not to speak of civic etiquette-would have enajjjied me to obtain a re-election without opposition.

However, this opposition I have to face, and am prepared to do it, and I beg leave to place before you, Bhortly, my views on matters municipal.

I am in favour of and shall advocate a system of Sewage that will replace the pre-sent sanitary system of the City. We all know that our present mode of disposing o£ the City soil is not what it ought to be. This matter has engaged my attention for years past, and was one of the main reasons for my accepting the position of Alderman.

The sanitary contract now in existence extends for five years. This gives the Council ample opportunity to make in-quiries regarding the best possible methods of up-to-date sanitation, and to elaborate a system that will be a credit to the City and obviate the danger to health that now exists.

I consider that no Important changes seriously affecting the interests of the Ratepayers in monetary affairs, so far as placing burdens on their shoulders, shall be entertained without first consuKlng them by means of the plebiscite or referendum.

We have heard a great deal lately about the Ferries across the river. The books of the Council show that those are being run at a loss now, and I believe that there is no immediate prospect of a satisfactory change In that direction. I am, therefore, In favour of reverting to the system previously

in vogue-namely, letting them by contract. '

Our experience of Wood-blocking has shown that a great saving has been effected in .cost of maintenance in those streets which have been laid therewith. For that reason I am in favour of further develop-ment, and wpuld extend the system to other streets in the City as circumstances will

allow. i

The need for a proper Retail Public Market has long been a crying one, and I advocate that this matter be taken in hand

without any further delay. >

I am in favour of the election of Mayor by the direct vote of the Ratepayers.

During the unfortunate absence, through illness, of Mr. Nicholls, I gladly took upon myself the municipal responsibility of us

both, and, I am led to believe,' with satis- .

faction to the Ratepayers.

It is, however, a pleasure to me that I shall (if you do me the honour to again return me) have the able co-operation of such an experienced gentleman as Alderman Corrie. Mr. Corrie I-have known for many years, and I feel sure will be hand in hand with me in furthering the Interests of "the East Ward, and the Municipality generally.

I, the undersigned, hereby notify that I have this day received from the- Honour-able the Speaker of the Legislativ«'Assem-bly a WRIT OF ELECTION, commanding me .to prooeed to the Election of a Member i of the Legislative Assembly of Queensland for the Electoral District of Bulimba.

I further notify that THURSDAY, the Seventh day of February prox., having bein appointed the day, and Bulimba the place, or Nomination of Candidates, 1 will bein attendance at the School of Arts (Bal-moral), Bulimba, between the hours of 12 o'clock noon and 4 o'clock p.m. on WED-NESDAY, the Sixth of February, be-ing the day next preceding the day of nomination, for the purpose of receiving the Nomination Papers of Candidates, and that I will at 12 o'clock noon on the fol-lowing day, at the same place, publicly declare the names of the Candidates who may be nominated, and further, that in the event of the Election being contested, a POLL will be taken at the following pol-ling places on SATURDAY, tho 16th day of February prox.,, commencing at 8 o'clock in the Forenoon, and finally closing at 5 o'clock in tho Afternoon of the same day.
