problem

MELBOURNE, Sunday. —Two days after Dr W. H. Melbourne, a senior lecturer in mechanical engineering at Monash University, warned that the civic square could become the windiest spot in town if it was surrounded by high buildings, plans were announced for Australia's biggest building, of 53 storeys, next to the

square.

But Dr Melbourne said tonight that what he had read about the new building suggested that the wind problem would be overcome by the wide base planned for the tower.
