Tho Mount Humbler East District Council mot on Saturday forenoon, December 6, All tho mombera wore present, except Crs. Harfull and Spohrj Cr. Kennedy presiding,
Tho Clerk reported that he had io eelved no reply from tho ratepaynrri p.t Turpcona who petitioned tho Council to erect u windmill andtroughR on iro water reserve at Thomson's coninv, nt nn estimated cost of £25, whksH limy agreed to repay in instalments npnod over five years. Tho Council at tho Inst meeting resolved to put down a bore and furnish it with a punjp and troughs, and asked tho vatopivyors if thoy would ngreo to that,-After con versation it was resolved, as a pump was necessary, that the Chairman and Overseer should liuvo one erected at tho Council's expense.
It was resolved, on the motion of Cr. Johnston, seconded by Cr, Pick, that tho application of Mr, A, B, Sinclair for porniisslon to orect ft rabbit proof fence across tho road betweon his pro perty and the Mount Sehanek Estate, opposite tho south-west comer of Block 9ii, Moorak, should be grunted. Ho undertook to erect a convenient swing gnto, and his men would soo that it was kept closod,

The Crown Lands Oepartment wrote, stating that £4 D/8, tho proportion of hawkors' licences for tlio year 1913-11 duo to tho Council, had been paid into the Council's credit «t tho National liunk. ' .......
Mr. F. W. Hirth wrote to .say that he had ceased to, own Part Soc. -138, Hd. of Gambler, and askod to have his nume removed'.-from the assessment book for that section. Tlio present owner was JohanneB Lindner,
Mr. W. J. Jones wroto, giving tho Council notlco that ho had'ceased to own Part See, 121, Hd, of Gambler, and asking that his numo bo removed from tho assessment-book for" that blook.. The present owner was J. J. Jones,
Mr. J. J, Jones wrote, stating that lib was now tho owner and occupior of Part Soc. 121, Gambler, und clulmlng to have his name inserted on tho as sessment book for it.
Mr. Johannes Lindner wrote, giving notice that ho wns in bona fldo occu pation of Part Sec. 438, Gambler, und claiming to huvo his name put on tlio ussessmont-book of tho district.
The applications or Messrs. Hirth; W. J. Jones, J. J. Jones, and Lindner wore allowed, on tho motion of Crs. Nltschko and Prcece,
Mr. Y. 11. C. Kllsby applied for u wiro-nettlng loan of «;18 18/, to. orect 40 chains of netting around Sees, 240 and 255, Hd, of Gambler.-On tho mo tion of Crs. Nltschko and Pick It was agreed to roeominend the loan.
Major M. W, Logan, of tho Dofenco Department, wrote, forwarding copies of tlio proclamation in rogard to tho prohibition of tho possession of arms by certain sections of tho pooplo under tho War Precautions Aot, and asking' that thoy should bo displayed In u pro minent place,-To bo done.
Tho Crown LumIh i)epartmont wrote, Informing the Council that wltli tho view of giving employment to farmers and others in need of It In consequonoo of tho drought, tho Govornmont had de cided to give consideration to any up-, plications that might bo made by cor porations and district councils for loans of money to enable roud works to bo curricd out. Tho Council discussed tlio- matter of a loan, and resolved, on tho motion of Crs, Pick and Telford, that ono of £1,000 should bo applied for, tho term to ho 10 years. It was further agreed that £800 should be e.-.ponded on Glen bumlo Ward roads, £250 on Mlngbool Ward roads,?<?£ 250 on Yahl Ward roads,
and £200 on 0.13. Flat Ward rondB.

The Cleric's financial statement for the month ended December 4 gave tho following' figures District Account.--' Debit balance at last meeting £864 7/8; expenditure to bo passed, £45 6/1; to tal, £399 12/1. Receipts.-Rates >£92 12/8, hawkers' licences £1 9/3, wlro ncttlng repayments £3 J total, £100 1/6. Present debit balance, £290 10/10.
Main Roads Account.-Debit balunco at last meeting £88 </3 ; expenditure, on maintenance ami repairs, to bo authorised, lfl/3 ; leaving a present de bit balanco of £89 3/0.

Tho Overseer's report was as fol lows '" O.B. Flat Wurd.-r liavo had tho cavo feneo attondod to botweon tho Mount Sehanck Estate and Louden Hill. Yahl Ward,-1 liavo had several holes filled on tho main and district roads. Glenburnlo Ward.-Several holes on the Castorton road will need attention, and 1 will attend to them and also the guard fence on tho Luva Hill during the month. V.'orrolong Ward. The contract at thoplumpton Is com pleted, and some of tho roadway 1b strawed. I have tabled a reduced es timate for tho current year."
Tho Ranger's report was as follows : -" 1 have inspected a lot of properties, and have served a good numbor of no tices, 1 have been through most of the Border country, and there has boon
good work done in a good many placos I
with the rabbits nearer tho centre, In the north end of the district also good work Is being done. 1 have attended to several complaints about straying stock, and have impounded for tho month 12 cattle and 29 horses. Tho Mil Lei pound in down, and no stock can be put in It until it Is repaired."

It was resolved that the Mil Lei pound should be dosed for repairs un til further notice, and that tenders for tho necessary repairs should bo Invited up to Saturday, tilth Inst, '
