The Town Clerk'reported that, ow ing: to the death of Cr. Highii.ni there WHS a vacancy in the representation of the North Ward. ... It hud been gazetted that the nominations would he re ceived, on September 29, and .that the polling-, in the event or a contest, would lie held on October fi.
Aid. Foote contended fliat a council lor and not the Clerk should be re turning-officcr, as in the event of a tic it would lie invidious for the Town Clerk to decide who should be elected.
The Mayor thought the Victorian system, in which a well-known re sponsible. citizen outside the Council was appointed returning-ollicer, was a good one.
As Aid. Voofe did not propose any councillor as returning-oUic'cr, Cr. Kecgan proposed and Cr. Webster seconded, that .the Town Clerk be rc turning-ollicet1.-Carried.
