N.Q.R.A. EXECUTIVE

At the February meeting of th» Exe cutive of the North Queensland Racing Association held in the Association Rooms at Charters Towers, those present were: Messrs T. 3. Salmon (Chairman), S. M. Hopkins, H. M. Clark, the Secretary (Mr. E. T. Rus sell), and the Stipendiary Steward (Mr. U Russell).' Apologies for non-attendance were received on behalf of Mews G. V. Roberts and T. U Heatley, to whom leave of absence was granted. Extending a welcome to Mr. Clark, the new member, the chairman sal- Mr, Clark was a young man, and he felt sure his presence on the Execut ive would be of great assistance to the Association and to the clubs gener ally. Mr. Clark said he appreciated the remarks/ He would endeavour to co operate with the other members, who could be certain that when he dis agreed with them, it would be In the Interests of racing. The first business dealt with was in reference to Eton Turf Club's ap plication for registration as a Class A Club. A copy of lease wss received from Messrs Macrossan and Amiel, solicitors, Mackay.. This matter wss held over from last

meeting. The club had stated it owned £350 worth of track improve ments and £70 In the bank, The chaiiman: They have a three years' lease of the course, and sn option for only a further year.. They are B class now, and in view of that future tenure I don't think we should raise them. The application was refused. Northern District Association for warded evidence in connection with the disqualification of J. Meade (Jockey), G. Sargent (owner), and the brown gelding Destiny for a per iod of six months from 4th January 1947 by the stewards of the Cairns Hack Club under Rules 197 and 246 (a) and (b). Appeals were lodged to the Board on 23rd January which were dis missed. As no further appeals were lodged, the disqualifications were oon flrined by the Board of Management, and.it was requested that the Execut ive adopt, the disqualifications. The Executive adopted the disquali fications. N.CJ.R-A. submitted for approval alterations to their rules which were made at the annual meeting of dele gates on 23rd January: 1. That the definition of 'hack' be altered to read: 'A hack is a horse who has not won any prize in a. -race exceeding in value £16. 3.' At the end of paragraph 1 of Rule 16, after the word 'held' the following words shall be added, 'by the Board, or any person appointed by them.' The alterations were agreed to by the Executive. Townsvtlle Turf Club forwarded notas of evidence into an inquiry by the stewards on 18th January into the running of Bertrand in the Third Division of the Club Handicap. S. Ruane was charted under Rule IN. D. Goddard, E. Munce (trainer) and S. Ruane were charged under Rules 246 A and B. The stewards decided that the explanations be accepted and no action be taken. Townsville Turf Club also forward ed notes In connection with an in quiry into the conduct of Jockey V. Franks towarfs E. D. Kelry, steward, on 25th January. 1947. Franks was charged under Rule 34C. Mr. Keiry having accepted Franks' apology it was decided by a majority of the stewards to except Franks' apology. Mount Isa Race Club forwarded evidence into a protest bv W. FinlaV,

rider of Aces in the President's Handicap against A. Nine;, rider of Karfy, for interference. The stewards lound there was interference and but for the interference Aces would have won the race, and they upheld the protest and declared Aces the winner of the race. The matter was noted. The acting Advisory Steward for warded application for registration from the Bungella Amateur Hack Club at .Dalrymple Heights, also known as Eungella, about 86 miles from Mackey. The application being out of order, it was held over for Information. W. Armstrong applied for a ref erence from the Executive, as it was his intention to follow his calling as a stipendiary steward after his re cuperation..

It was resolved that a reference be furnished. * P. Francis, solicitor, wrote In re reference to the agreement for the new lease form, which is uniform now practically right throughout Australia. A letter was received from the Cloncurry Returned Soldiers' Club submitting s request by T. Finlay for a reduction of the disqualification on the horse Spearmste to permit it to race at Tennant's Creek.. The secretary said the disqualifica tion was for six months, and was imposed on November 8, 1946. No reasons for the application were Riven, and there was no recommendation from the club imposing the disqualifi cation. The request was refused.

H. Cutler, trainer, made application to register an apprenticeship agree ment between himself and E. C. Tegg for a period of three years from 6th January 1947, and he also applied for his apprenice to ride In races. It wss decided to register the agreement, and to permit the appren tice to ride in races. J. S. Coughlan applied for can cellation of the apprenticeship agree ment between himself and his son F. J. Coughlan, as from 30th January, when he would attain the age of 21 years. Mr. Clarke thought an apprentice ship agreement would be automatic ally ended when the apprentice reached 21 . The chairmen said there was no provision for it being continued. The Executive decided to approve the cancellation. Mr. N. Frawley tendered his resig nation as stipendiary steward and said he would like It to take effect one month from 30th January. His reason for the resignation was that he had received an appointment with the Rockhampton Jockey Club. As

this club was in closer proximity to southern cities, he was of the opinion that this move would be of personal benefit for the future. He expressed thanks to the Executive and to the secretary for their understanding and help In his work during his Si years The resignation was accepted, to take effect as requested. The warrant presented to the meet ing, and confirmed read:— Credit Balance on 1st January 1947, £499/4/6. Receipts to January 30th £880/16/10. Accounts paid £307/1/3, Credit Balance £1072/1/3.
