MELBOURNE CONDITIONS. Tale-Spreaders Rebuked. MELBOURNE, April 29.-The Chief Commissioner of Police (Mr Duncan)- today rebuked "those who spread tales that Melbourne people are living in a city of disorder and disorganisation and that Melbourne is a place full of wrongdoers." He was speaking at the official opening of the new Victorian police headquarters in Russell-street. For a large city in which there was a concentration of the fighting services Melbourne stood second to none, he said. It was not fair to libel the city.
