Commenting on the need for legislation to provide for the adequate treatment of backward children, the Chief Secretary (Mr. Prendergast) said ycstcidny that a bill for the contiol, training, and segre- gation (where necessary) of mental defec- tives would be introduced this session. Preparation of the bill hod been begun. The legislation would be framed on the lines -of English legislation which had been found satisfactory.
With regard to the provision of a colony where backward children can be treated, Mr. Prendergast said that inquiries were being made in connection with the use of Travancore, the property at Flemington, which was bought by the previous Minis- try for a mental defective colony. It bad "yet to be decided whether the property was suitable for conversion into an in- stitution of the type needed. He would ask the Premier (Mr. Hogan) to inspect the building when he could find the time
to do so.
