All persons, firms, or companies, who or which, at midnight on tile 31st day of January, 1920, have in their possession, or under their possession, or under their control stocks of sugar in quantities exceeding 70 pounds in weight shall on or before the 10th day of February, 1920, furnishing the Chief Commissioner for Prices, Dudley-buildings, 527 Collins-street, Mel- bourne, with returns in respect to such sugar, givin particulars of white and brown sugar, and the quan- tity of each held, and the place where same is stored.
