MOLESTATION OF MERCHANTS

AND EUROPEAN CONSULS.

LONDON, San. 12.

Under the direction of General Mendoza, the Dictator of Venezuela, General Pepper has arrested the leading merchants and European consuls at La Guayra, holding them for the payment of heavy ransoms. The United States Consul, acting with the British and French representatives, I thereupon demanded the release of the imprisoned Consols. General Pepper, hesitating to comply with this demand, the foreign men-of-war then in harbour prepared for action. General Mendoza then ordered the reléase of Pepper's prisoners, but resigned the dictatorship.
